New Residents’ Parking Scheme to Begin Next Week on Leicester’s Evington Road

A new residents’ parking scheme will come into effect next week on and around Leicester’s busy Evington Road.

Leicester City Council will launch the Stoneygate residents’ parking scheme on Monday, November 17, in response to growing concerns from residents about commuters and business vehicles occupying residential streets for free all-day parking.

The permit-only scheme will cover more than 20 streets on both sides of Evington Road, affecting around 1,300 homes and businesses. Streets included in the scheme range from Chepstow Road and Dashwood Road to Kedleston Road and Rowsley Street. Areas already under parking controls – including Herschell Street, Mundella Street and Ripon Street – will also be incorporated into the new zone.

For the first two weeks, the council will issue warning notices to vehicles parked without a valid permit. From Monday, December 1, enforcement will begin, with drivers facing penalty charges of £70, reduced to £35 if paid within 14 days.

To support local traders, the scheme will introduce new short-term parking bays allowing visitors to stay for up to one hour, alongside 10-minute limited waiting bays for takeaway collections and designated loading bays for businesses.

In addition, new double-yellow lines have been painted at key junctions to improve safety and reduce congestion caused by illegal or inconsiderate parking. These restrictions are already enforceable.

Cllr Geoff Whittle, assistant city mayor for environment and transport, said: “We’ve seen in other parts of the city how residents’ parking schemes can effectively tackle parking pressures by freeing up spaces for local people.

“After months of consultation, this new scheme for Stoneygate will help alleviate problems caused by commuter and takeaway traffic while ensuring local businesses continue to thrive.”

Under current council charges, a residents’ permit costs £35 per year, while business permits cost £100 for a single vehicle or £150 for a transferable permit. Visitor, landlord, and carer permits are also available, with blue badge holders exempt from permit requirements.
