Detailed plans for a major new logistics and commercial development in Enderby have been approved, paving the way for a scheme expected to create more than 2,000 jobs across the District.
Members of Blaby District Council’s planning committee granted reserved matters approval for the “Enderby Hub” at a meeting on Thursday 12 February. The decision follows outline planning permission for warehouses, offices and gatehouses at the St Johns site, which was approved in July 2024.

The 33-hectare site was allocated for employment use in the Council’s Local Plan in 2019, reflecting its strategic location near key transport links and established business parks.
The scheme will be delivered in two phases and divided into three sections – Zones A, B and C – with access from Leicester Lane.
The first phase will focus on infrastructure, including earthworks, the construction of main spine roads, footpaths and internal access roads, as well as landscaping, service yards and parking areas.
Phase two will centre on the construction of the warehousing and industrial units themselves. Zone A, located at the rear of the site adjacent to the M1 motorway, will accommodate two large-scale logistics warehouses. Zone B will contain a single unit, while Zone C will provide two commercial units aimed at small and medium-sized enterprises.
Zone C, the section closest to existing residential properties, will be screened by landscaped earth mounds and extensive tree planting to reduce visual impact.
Sustainability measures form a key part of the development. Plans include solar panels and energy-efficient heating and cooling systems designed to reduce carbon emissions.
To encourage sustainable travel, the site will feature new footpath and cycleway links, along with 340 cycle parking spaces. Around 10 per cent of car parking bays will be equipped with electric vehicle charging points.
Landscaping proposals include wildflower meadows, shrubs, hedgerows and woodland planting, aimed at increasing biodiversity across the site.
Applicant Royal London Mutual Insurance Ltd has described Enderby Hub as a “flagship project”. The development is expected to generate approximately 2,479 jobs, including 1,811 direct roles, 125 construction-related positions and an estimated 543 indirect jobs.
Councillor Lee Breckon, chairman of the planning committee, said the reserved matters application provided the detailed design following last year’s outline approval.
“This site in Enderby has been allocated for employment use in our Local Plan since 2019 due to its excellent local transport links and position near other business parks,” he said.
“The applicant is committed to delivering a ‘flagship project’ which will offer modern, sustainable and high-quality commercial warehousing and business units. This will bring more jobs to the District and so boost our economy, providing benefits for all.”
