A resident of New Street, Melton Mowbray has been fined following a prolonged case involving an overgrown garden that posed environmental and public health concerns.
Richard Bates was first contacted in September 2024 regarding the condition of his front garden, which had become severely overgrown. Despite repeated communications and formal notices instructing him to clear the vegetation and rubbish, no action was taken.

When the situation remained unresolved, enforcement measures were pursued. A Fixed Penalty Notice was issued, but this too was ignored. As the garden continued to deteriorate, contractors were brought in to carry out the necessary clearance work. During the clean-up, a rat’s nest was discovered and treated, highlighting the potential risk the site posed to the wider community.
On 9 July 2025, the case was brought before Leicestershire Magistrates’ Court. Mr Bates did not attend the hearing, and the court proceeded in his absence, finding him guilty. He was fined £500 and ordered to pay £500 towards prosecution costs and a £200 victim surcharge, totalling £1,200. He will also be billed separately for the cost of the clean-up works.
A spokesperson for Melton Borough Council, which brought the case, highlighted that, despite multiple opportunities for support and resolution, enforcement action became necessary to protect community health and safety, particularly where pests and potential anti-social behaviour are involved.
